Summary

The Wharf District Council held its October 20, 2026 meeting at the Boston Harbor Hotel, both in person and on Zoom, with welcomes from hotel General Manager Bill Brodsky and WDC President Marc Margulies. The featured speaker was Robert Rivers, Executive Chair of Eastern Bank, who described the bank's long record of community investment, including more than $240 million in charitable giving since 1994. He outlined the Eastern Bank Foundation's four priorities: small business equity, affordable housing, early childhood development, and workforce development. Tying the housing priority to the upcoming election, he urged a yes vote on Question 7 (Legalize Starter Homes) on November 3. Asked how to build community engagement on issues like climate resiliency, he said the most effective approach is personal: show people how an issue affects them directly and make clear that inaction leads to bigger problems.

Officer Mustacchio of Boston Police District A-1 reported no major incidents in the past month. He noted that an investigation is ongoing after a body was found in the water near 63 Long Wharf on October 13. Police will keep enforcing scooter and moped rules and see officer visibility and community partnerships as central to public safety. City Councilor Gabriela Coletta Zapata said her office has handled more than 400 constituent cases this year, on issues ranging from parking and pest control to housing stability and snow removal. She highlighted several Wharf District efforts:

  • Street and sidewalk repairs

  • A multi-agency project to streamline wetlands and waterways permitting

  • Support for the U.S. Army Corps of Engineers coastal study

  • A hearing order to revive the "Red Shirts" youth employment program

  • Proposed legislation giving City employees full pay for 12 weeks of parental leave

  • Tougher penalties for landlords who violate rental codes

Local businesses and partners also gave updates. Patrick Lee of State Street Provisions described the restaurant's locally sourced menu and private event options. Chris Cook of the Greenway reported new lighting, more accessible pathways, and illuminated public art, including a lit mural at Dewey Square. He said holiday lights are coming soon and the Ferris wheel returns as early as December and will stay through April vacation. Olivia Horte said Boston Harbor Distillery will stay on the Greenway this winter with weather-dependent hours, fire pits, heated igloos from December through April, and hot drinks. Diane Carson introduced Chemist Cocktail Bar on High Street, which hosts private and corporate events for 10 to 100 guests and is now booking holiday parties.
